Consulting - Transmission

SaskEnergy International's areas of technical and operational transmission consulting services:

Market Analysis - We can profile loads for industrial, commercial and residential sectors.

Pipeline Planning - Assuming a market analysis of industrial, commercial and residential sectors has been completed, SEII can determine current and future system requirements based on receipt and load projections.

We can also prepare preliminary pipeline routing and optimize facilities through hydraulic analysis of such variables as pipeline diameter, compressor flow conditions (pressures and horsepower requirements) and locations, storage locations, volume requirements, and deliverability.

We can prepare facility alternatives for various future scenarios (sensitivity analysis), determine users' requirements for storage volume, deliverability and injection, and integrate them with the pipeline capacity. We can also prepare storage capacity alternatives that provide optimum economics, and perform transient analysis to determine dynamic pipeline behavior.

Pipeline Engineering - We can assist in the development of design specifications for pipe materials, a Design Basis Manual, and schedule plans for design and construction.

We can also develop welding procedures, advise on GIS-based design applications for the pipeline, provide pipeline routing assistance for the corridor, assist in the development of construction specifications, and assist with project management.

Pipeline Integrity - We can advise on or assist in the development of pipeline integrity programs and pipeline maintenance programs. Further, we can develop a framework for a comprehensive and proactive pipeline integrity program and assist in In-Line-Inspection, Stress Corrosion Cracking, or Corrosion Management training.

Compression - Once a Hydraulic Analysis Model has been completed, we can identify compression options, develop conceptual process flow for stations, and identify compressor unit and station variables to be monitored.

SEII can also assist in equipment selection and analysis, develop welding procedures, maintenance philosophies and guidelines, and outline station redundancy based on risk assessment. We can establish cost estimates to maintain compression equipment, develop scheduling plans for design and construction, develop equipment and construction specifications, and assist with project management.

Electrical Controls - SEII can assist in the development of control philosophies, including development of Piping and Instrumentation Drawings.

We can develop specifications for compressor controls, emergency shutdown systems, station controls, and controls for production equipment such as dehydrators and line heaters. TransGas has specifications for many of these controls, which could be utilized to save time and effort.

SEII can develop requirements for Human Machine Interfaces (HMI's) including alarm annunciation, information screens, screen navigation and operator commands.

We can determine requirements for electrical supply and distribution systems, including development of electrical single line drawings. We can develop standards for Programmable Logic Controller and HMI programming based on desired standards.
SEII can assist with the preparation of tender documents for design, installation, equipment supply, evaluation of tenders, testing and commissioning. We can also train plant personnel.

Measurement - SEII can identify measurement objectives, provide a measurement philosophy and methodology based on operational and business requirements, determine the quality of the pipeline gas, and provide recommendations to ensure that the quality is maintained.

We can also assess data retrieval mechanisms for meters and related devices, assist in the preparation of the metering specification tender, and provide tender analysis to ensure specifications are met.

Transmission Operations - We can determine operating staff levels for pipeline operation, specify skill levels and training requirements for operations staff, and supply training materials and courses. We can advise on Public Safety Information and Emergency Response Procedures, Cathodic Protection and Leak Detection, and reporting, operating and maintenance procedures.

Gas Control (Supervisory Control and Data Acquisition - SCADA) - SEII can prepare a SCADA design concept and Communication document, and develop SCADA host and Remote Terminal Unit specifications. We can also assist in the tender review and vendor selection process, prepare vendor contracts, provide project management services, and oversee the configuration, installation, commissioning and final acceptance testing. We can assist in operator training and develop guidelines for operation from a centralized Gas Control Centre.

Environment - In addition, we can determine Environmental Regulatory requirements for construction of pipelines in differing political jurisdictions, coordinate the determination of biophysical sensitivities, and assist in pipeline route selection to avoid sensitive environments. We can coordinate the completion of environmental submissions to obtain Regulatory approval, and select proper pipeline construction practices to minimize environmental disturbance.

Customer Services - SEII can suggest administrative services related to the operation of a deregulated pipeline including contracting, nominations, allocations and invoicing. SEII can also assist in identifying requirements, developing software specifications, and selecting vendors.

Cost of Service, Regulation and Tariff - We can develop a cost of service model, including allocation factors. We can also establish a depreciation analysis, identify operations, maintenance and administration costs, and determine revenue requirements.

We can set a return on rate base, customer contributions and oriented costs. Finally, we can assist in developing appropriate toll and tariff design and facilitating regulatory approvals..
