Executive Vice President, Stakeholder Engagement, Chief Legal Officer and Corporate Secretary
Owen Rice leads SaskEnergy’s Legal, Strategic Communications, Regulatory Compliance, and Land functions.
Mr. Rice holds both Bachelor of Laws and Bachelor of Arts degrees from the University of Saskatchewan. He began his legal career at a Regina-based law firm before serving as legal counsel at the Alberta Court of Appeal in Calgary. Since joining SaskEnergy in 2005, he has held progressively senior legal roles, gaining broad experience in areas such as purchasing, human resources, and corporate governance.
He completed SaskEnergy’s Leadership Development Program in 2019 and earned a Certified In-House Counsel – Canada designation in 2021. In 2022, he was appointed Assistant General Counsel & Corporate Secretary, and in July 2025 he was appointed as Executive Vice President, Stakeholder Engagement, Chief Legal Officer & Corporate Secretary.
Mr. Rice is a member of the Law Society of Saskatchewan, the Canadian Bar Association, and the Canadian Corporate Counsel Association, and is a former member of the Law Society of Alberta.
