Heating Affordability Program
The Heating Affordability Program (HAP) offers income-qualifying homeowners the opportunity to replace their low-efficiency furnaces with high-efficiency furnace at no cost. The program is available to help residential homeowners who may be facing financial barriers lower their monthly energy bills over the long-term and reduce the risk of a carbon monoxide leak.
Funding is available to replace 50 qualifying low-efficiency furnaces with spots filled on a first-come, first-served basis.
There is no public application process. Eligible homeowners will be contacted directly through SaskPower's Energy Assistance Program (EAP).
Eligibility Criteria
- Must participate in SaskPower's Energy Assistance Program
- Current furnace must be in working condition and have an annual fuel utilization efficiency (AFUE) below 78%
- Renters/rental properties are not eligible
Meet the income qualifications below:
Total People in Household Total Combined Annual Household Income Threshold (before tax) of all Adults living in the Home* 1 person $39,400 or less 2 persons $49,100 or less 3 persons $60,400 or less 4 persons $73,300 or less 5 persons $83,100 or less 6 persons $93,700 or less 7 or more persons $104,400 or less *Based on 2023 low income cut-off tax, population 100,000 to 499,999 (low income cut-offs before and after tax by community size and family size, in current dollars) plus 50% and rounded to the nearest hundred dollars.

How It Works
Participate in SaskPower's Energy Assistance Program
Homeowners must apply and participate in SaskPower's Energy Assistance Program. A Home Energy Coach from CLEAResult will determine if your home may be eligible for HAP.
Invitation and Verification
An invitation to participate in HAP will be sent directly to qualifying homeowners. If you choose to proceed, a follow-up appointment will be scheduled with CLEAResult to verify furnace information and income.
Contractor Visit
If all requirements are met during the verification process, SaskEnergy will provide a list of participating SaskEnergy Network Members to choose from. The chosen contractor will visit the home to verify the existing furnace efficiency, review installation options and submit a quote to SaskEnergy for approval.
Installation
If approved, a new high-efficiency 96% AFUE single-stage furnace will be installed at no cost. Included with the installation is a programmable thermostat (if needed), modifications to the venting and 3 furnace filters.
